
South Africa has officially embarked on the next phase of its financial sector reform journey with the launch of the Finance for Development (F4D) Programme, a collaborative initiative designed to strengthen financial resilience, expand inclusion, and improve access to finance for businesses and underserved communities.
The programme builds on more than a decade of cooperation between Switzerland’s State Secretariat for Economic Affairs (SECO), key South African financial institutions, and international development partners that have worked together to enhance the country’s financial sector stability and inclusiveness.
Decade of Progress in Financial Sector Reform
The partnership between SECO, the South African Reserve Bank, National Treasury, the Financial Sector Conduct Authority (FSCA), the World Bank Group, the International Finance Corporation (IFC), and FinMark Trust has contributed significantly to modernising South Africa’s financial system.
Under the previous Financial Sector Development and Reform Programme II (FSDRP II), several major milestones were achieved, including:
- The establishment of the Corporation for Deposit Insurance (CoDI) to strengthen financial stability and protect depositors.
- Support for South Africa’s reforms related to Anti-Money Laundering and Combating the Financing of Terrorism (AML/CFT).
- Approval of the country’s National Financial Inclusion Policy.
- Progress in digital financial services and payment interoperability.
- Enhanced market conduct supervision to improve financial sector governance.
- Increased efforts to expand access to finance for micro, small and medium enterprises (MSMEs) and underserved communities.
These reforms have helped reinforce the resilience, integrity, and accessibility of South Africa’s financial sector while supporting broader economic development objectives.



Focus Areas of the New F4D Programme
The newly launched Finance for Development Programme seeks to build on these achievements through a comprehensive reform agenda focused on four key areas:
Strengthening Financial Resilience and Integrity
The programme will continue supporting initiatives that safeguard financial stability and reinforce the integrity of South Africa’s financial system, ensuring it remains resilient in an increasingly complex global economic environment.

A key objective of the programme is to broaden access to financial services, particularly for individuals and communities that remain underserved by traditional banking systems.
Accelerating Digital Financial Services
The F4D Programme will support the expansion of digital financial services and innovative financial technologies that can improve accessibility, affordability, and efficiency across the financial ecosystem.
Improving Access to Finance for MSMEs
Recognising the vital role that small businesses play in economic growth and job creation, the initiative aims to enhance financing opportunities for micro, small and medium enterprises, helping them grow and contribute more effectively to the economy.
Supporting Inclusive Economic Growth
According to programme partners, these reforms are essential to building a more inclusive, competitive, and sustainable financial sector that can drive economic growth while creating opportunities for all South Africans.

The Swiss Embassy in Pretoria expressed appreciation for the ongoing partnership with the South African Reserve Bank, National Treasury, the Financial Sector Conduct Authority, the World Bank, the IFC, and FinMark Trust, highlighting the importance of collective leadership in advancing financial sector development.
