South Africa’s High Commissioner-Designate Maud Vuyelwa Dlomo has arrived in Malaysia to assume her duties as the country’s new diplomatic representative in Kuala Lumpur.
Her arrival marks the beginning of a new chapter in her extensive diplomatic career and comes as South Africa and Malaysia continue to strengthen their bilateral relationship.
The South African High Commission in Kuala Lumpur officially announced and celebrated her appointment, welcoming her to the post and highlighting the significance of her arrival.
Before taking up her new assignment, Dlomo served in senior positions within South Africa’s Department of International Relations and Cooperation (DIRCO), building extensive experience across diplomacy, foreign policy, multilateral affairs and diplomatic training.
An Experienced South African Diplomat
Dlomo brings considerable experience to her new posting.
According to the London School of Economics, she has served as a Deputy Director-General at DIRCO, including as Head of the Europe and Americas regions. She previously served as South Africa’s Ambassador to Madagascar from 2016 to 2019, Head of the Africa Multilateral branch from 2013 to 2015, and Head of the Diplomatic Academy and Policy and Research Unit from 2006 to 2013.
Her career has therefore spanned both bilateral and multilateral diplomacy, as well as the development and training of South Africa’s diplomatic personnel.
DIRCO records also identify Dlomo in senior leadership roles within the department, including as Deputy Director-General responsible for the Americas and Europe.
From Public Administration to Diplomacy
Dlomo’s professional career extends beyond foreign affairs.
Before joining DIRCO, she held senior positions in South African government, including Director of Forestry Restructuring in the former Department of Water Affairs and Forestry and Chief Director: Human Resources Planning in the Department of Education. She also served as Chief Director of the Foreign Service Institute in the Department of Foreign Affairs.
Her background reflects a career combining public administration, policy development, education, research and international diplomacy.
She has also been involved in diplomatic research and scholarship. Her academic work includes a University of Pretoria dissertation examining South Africa’s post-conflict and transitional diplomatic efforts in the Democratic Republic of the Congo between 1990 and 2009.
A Career Shaped by Diplomatic Training and Foreign Policy
One of the notable features of Dlomo’s career has been her involvement in developing South Africa’s diplomatic capacity.
Her work in diplomatic training, research and policy has placed her within some of the institutions responsible for preparing and supporting South Africa’s diplomatic representatives.
She has also participated in high-level bilateral engagements. In 2023, for example, she co-chaired the South Africa-United States Annual Bilateral Forum in her capacity as DIRCO Deputy Director-General for the Americas and Europe.
This experience gives her exposure to both the policy-making side of diplomacy and the practical management of bilateral relationships.
A Significant Posting in Southeast Asia
Malaysia represents an important diplomatic posting for South Africa.
South Africa’s relationship with Malaysia encompasses political, economic and people-to-people links, while Malaysia is also an important partner within the broader Southeast Asian and Indo-Pacific regions.
DIRCO has previously identified Southeast Asia as strategically important to South Africa, noting opportunities in areas including trade, investment and tourism, as well as the wider geopolitical significance of the Indo-Pacific.
Dlomo’s experience in both bilateral and multilateral diplomacy will therefore be relevant as South Africa continues to deepen its engagement with Malaysia and the wider region.
The Road Ahead for High Commissioner-Designate Dlomo
As she assumes her duties in Kuala Lumpur, Dlomo will be responsible for representing South Africa’s interests and strengthening engagement with the Malaysian government and other stakeholders.
Her responsibilities will extend beyond political diplomacy to areas such as economic diplomacy, trade and investment promotion, cultural relations, consular engagement and cooperation between institutions.
Her arrival also provides an opportunity to build on existing diplomatic relations while identifying new areas where South Africa and Malaysia can work together.
