Strategic Engagements Reinforce South Africa-China Relations

As part of ongoing efforts to strengthen South Africa’s diplomatic and economic footprint in China, the Director-General of the Department of International Relations and Cooperation (DIRCO), His Excellency Zane Dangor, undertook a series of high-level strategic engagements in Shanghai this week.

The visit underscored South Africa’s commitment to deepening bilateral cooperation with China while advancing investment, trade, and development opportunities that support the country’s economic growth objectives.

Strengthening Bilateral Cooperation

Director-General Dangor commenced his programme with a productive meeting with Shanghai’s Foreign Affairs leadership, where discussions focused on reinforcing bilateral cooperation and expanding collaboration between South Africa and one of China’s most influential economic centres.

The engagement highlighted the importance of sustained diplomatic dialogue in advancing shared interests and strengthening relations between South Africa and China.

Exploring Development Finance Opportunities

In a key engagement focused on development finance, the Director-General met with Mr Monale Ratsoma, Vice President and Chief Financial Officer of the New Development Bank (NDB).

The discussions explored opportunities for enhanced financial cooperation and innovative funding mechanisms that can support sustainable development priorities across South Africa and the broader Global South. The meeting also reflected South Africa’s continued commitment to leveraging multilateral institutions to advance inclusive economic growth and infrastructure development.

Aligning Consular and Operational Priorities

Director-General Dangor also met with staff of South Africa’s Consulate General in Shanghai to assess ongoing operations and align strategic priorities.

The engagement provided an opportunity to review the Mission’s work in promoting South Africa’s interests in China, enhancing consular services, and supporting diplomatic and commercial initiatives across the region.

Engaging South African Businesses in China

Recognising the important role of the private sector in strengthening bilateral economic relations, the Director-General held discussions with South African businesses operating in China.

The dialogue focused on opportunities, challenges, and areas where government support can further enhance the competitiveness and success of South African companies in the Chinese market.

Driving Investment into South Africa

One of the highlights of the visit was a high-level business roundtable co-hosted by the South African Consulate General in Shanghai and the China-Africa Economic Development Association (CAEDA).

The roundtable brought together representatives from 19 Chinese enterprises that expressed strong interest in investing in South Africa, particularly in the technology and energy sectors.

The engagement forms part of South Africa’s broader strategy to attract innovation-driven investment, support economic growth, and create new opportunities in sectors critical to the country’s future development.

Enhancing South Africa’s Diplomatic Presence in China

From the Mission’s perspective, the Director-General’s visit served as a valuable opportunity to assess and strengthen DIRCO’s operational footprint across China.

The engagements enabled enhanced bilateral coordination, improved consular effectiveness, and stronger commercial advocacy efforts aimed at advancing South Africa’s diplomatic and economic priorities.

Consulate General Supports Strategic Engagements

South Africa’s Consul General in Shanghai, Ms Phuti Joyce Tsipa, supported the Director-General throughout the programme of engagements, contributing to efforts aimed at deepening cooperation between South Africa and China while promoting investment and trade opportunities.

As South Africa continues to expand its presence in key global markets, the Shanghai visit demonstrated the value of strategic diplomacy in driving economic partnerships, attracting investment, and strengthening international cooperation for mutual benefit.
